What is important here?
1. The agreement was concluded many years ago, but no party has yet embarked on its implementation.
2. According to official estimates, each side of plutonium has accumulated MANY. Approximately 300 tons.At the same time, weapons-grade plutonium has a small critical mass in comparison with weapon-grade uranium - about 10 kg. With its density, it is the size of a mandarin. And this property allows you to use in tactical nuclear weapons, right up to mass artillery guns and mortars as a launch vehicle.
3. The agreement provided for the shipment of part of our plutonium to the United States. For "recycling".
4. Plutonium continues to be produced both in our country, and in them, and in other countries. This is waste from the production of energy from uranium to civilian nuclear power plants.
Findings.
1. Destruction or preservation of this plutonium will not be particularly affected by nuclear parity. The deployed strategic carriers and warheads are still missing on both sides.
2. The ability to deploy an additional amount of TNW (in which we already have some superiority) will be for Russia a big plus than for the United States. In a possible war, TNW will help us clear the Eurasian continent from the invading armies and American allies, leveling their numerical superiority. And the US can only get us with strategic weapons across the oceans, a tactical one without any special need.

3. The refusal of the United States specifically was that the state program to develop a method for the destruction of weapons-grade plutonium - its transmutation to another isotope, was closed.
4. This program was closed after American science failed to cope with the development and construction of the required reactor for more than 10 years, while spending $ 5 billion. The developer asked Congress for another $ 17 billion to continue the work and received a categorical refusal. At this point, the program was closed, the development of the reactor was terminated.

1. Russia has fully retained its face, its commitment to the execution of concluded international treaties. It is not our fault in its actual break, it is the fault of the Americans.
2. The technological gap in the nuclear field between our countries has become obvious to everyone.A fast neutron reactor is not an electric machine using Chinese finger batteries, it is a completely different level of technology.
3. It is not quite clear why the United States did not continue to finance the development. 17 billion is not such a big deal for them. Perhaps they wanted to keep weapons-grade plutonium from greed. Perhaps the technical problems were such that they saw no chance at all to overcome them. It is not necessary to exclude simple insanity: a maniacal desire to violate all contracts, all obligations. Somehow, they did it.

Plutonium reprocessing is the path to a closed nuclear energy cycle.
What it is? Roughly speaking, slow (thermal) neutron reactors and fast neutron reactors produce energy for consumption and fuel for each other as their own waste.
What is important here?
1. Raw materials for fast neutron reactors are plutonium. In a mixture with uranium in the form of MOX fuel according to one of the schemes. For conventional reactors, plutonium is a waste.
2. It is almost a perpetual motion machine. The technology promises that once extracted, the volume of natural uranium can be driven through 50 cycles before it is finally spent. Against half of one cycle today.
3At the same time, the problem of spent nuclear fuel is greatly reduced.

In the West, serious problems with nuclear power.

1. In the West, there is no operating fast-neutron reactor. All previously launched research has long been stopped and closed. Industrial or also stopped, or did not work.
2. In the USA, over the past 20 years, only a conventional technology unit has been commissioned. And that construction began 40 years ago.
3. There is reason to believe that in the United States there is an acute shortage of enriched uranium. The technology of enrichment in them - gas diffusion, is much less efficient and much more expensive than ours - gas centrifuges. (The Europeans, however, have it.) The only American centrifuge of its own was never built and closed this year.
4. For many years, the US used our nuclear fuel, which was produced from our weapons-grade uranium and supplied to them under the HEU-LEU agreement. This contract has expired, there are no new deliveries.
five.The United States has reduced the number of its deployed warheads by one and a half times in the past five years. Perhaps they cannibalize weapons-grade uranium from them and dilute it into nuclear fuel.
6. There is a suspicion that the actions of the “green” lobby for the closure of nuclear power plants in Germany, in other European countries, in Japan are a consequence of the US policy to release available volumes of fuel uranium on the market.

1. The growth of energy consumption in the United States (and this is a natural process) is not offset by increasing the number of operating NPP units. There is a gain for increasing the capacity of existing stations, but this resource is not limitless and, perhaps, has already been exhausted.
2. The United States cannot enrich uranium in sufficient quantities and at an acceptable cost for its own energy needs.
3. This is a serious crisis with its roots in the underdeveloped technology, in the deformed economy, and in political short-sightedness. True, while he is only on the threshold, he has not yet entered.

Ultimatum. Russia demanded for its return to the plutonium treaty:
- the withdrawal of NATO troops from all European countries, where they were introduced after 2001.This is almost all of Eastern Europe, all ex-USSR members of NATO, including all European missile defense segments,
- refusal of all sanctions, starting with the Magnitsky Act (which was adopted long before the Crimea),
- compensation of damage from these sanctions,
- compensation for damage from our own counter-sanctions against themselves (in fact, against Europe, but the US must compensate),
- and yet fulfill the US obligations under this agreement (Oddly enough :)
What is important here?
1. The form of ultimatum. Its text was contained in the part of the explanatory note to the draft law submitted to the State Duma. He was not directly addressed to anyone in the United States, formally it was a private conversation between the branches of the Russian government.
2. The explanatory note to the draft law is a purely technical document. It has no legal force, has no legal relation to the draft law adopted as a result. This part of the explanatory note does not even have an author who signed it. This is not mentioned in the law in any way; there are no references to the text of the ultimatum either. There is no ultimatum in the legal field.
3. None of this ultimatum is not officially voiced.Neither the president, nor the minister of foreign affairs, nor some junior clerk from this ministry, nor even some talkative deputy. He is not in this sense either.
